The United States has the highest incarceration rates in the world. Many of those incarcerated are serving time for nonviolent offenses, such as drug crimes. Research has shown that jails and prisons have had a high amount of Covid cases. Many jails and prisons face overcrowding issues, and many deaths that have occurred in these institutions could have been avoided if the number of people incarcerated during the pandemic had been decreased. It was difficult for these institutions to socially distance not only the inmates but also the staff. The rate of Covid cases in jails and prisons is five times higher than in the public.
